Rap isn't. The FCC has decency standards, which is why The Sopranos (no matter how brilliant it is as art) can't be on NBC. Heck, the major networks wouldn't even air Saving Private Ryan. Hate speech doesn't belong on our public airwaves. If Imus wants to spurt hate speech, he can get an indie radio show on satellite, and no one can stop him.
